Bill Talbot was a miner who lived in Measham, NW Leicestershire. On retirement he began making models out of concrete, which were displayed in his front garden. His models were mainly of cathedrals (such as Coventry and Canterbury), but also included his local church and the Clock Tower in Leicester.
